UPSC calculates your age as on 1st August of the examination year β not the date of the written exam, not the date of notification, and not the date of your application. This is a critical distinction that trips up many applicants.
The cutoff date is 1st August β not the exam date. UPSC Prelims is typically held in MayβJune, but age is still calculated as on 1st August of that year. This means someone who turns 21 in July is eligible for the Prelims held in May β because they will be 21 by 1st August.
For General/EWS category in UPSC CSE 2026, you must have been born between 2nd August 1994 (oldest eligible β turns 32 on 2nd Aug, so was still 31 on 1st Aug 2026) and 1st August 2005 (youngest eligible β turns 21 exactly on 1st Aug 2026).

Relaxations are cumulative, not additive beyond the cap. A PwD-OBC candidate gets the OBC relaxation (+3) plus PwD relaxation (+10) = maximum 45 years total. But the relaxations work together β not as 32 + 3 + 10 separately applied.
An attempt is counted even if you only appeared for Prelims. If you submitted the application and sat for the Preliminary exam, that counts as one attempt β regardless of whether you cleared it, appeared for Mains, or withdrew. However, if you applied but did not appear for Prelims, it does NOT count as an attempt.
